Trump's Energy Agenda: A Complex Web of Priorities

The Core Issue: A Balancing Act

As the 2024 election campaign heats up, Donald Trump's energy agenda is facing a unique challenge. His top priorities include making energy affordable for Americans and boosting the country's energy industry towards 'energy dominance'. However, these goals are now clashing, creating a complex web of priorities that is difficult to navigate.

Affordability vs. Dominance

Two of Trump's energy goals are compatible: cheaper oil increases demand both domestically and internationally. This means that affordable gasoline for Americans can coexist with growing U.S. energy dominance through exports. Sanctions on Russia and pressure on India to switch to U.S. crude are driving this growth, and the Venezuelan takeover is also expanding the share of U.S. oil in the global mix.

In liquefied natural gas (LNG), the dominance is even more pronounced. The U.S. became the first country to export over 100 million tons of superchilled fuel last year, largely due to shipments to Europe. However, there is an irony here: the European Union's new methane regulation could reduce LNG deliveries from the Gulf Coast due to its impact on prices. U.S. Energy Secretary Chris Wright and Qatar's energy minister have both called for the regulation's removal.

The Industry's Caution

The third priority, boosting the energy industry, is proving more challenging. Oil and gas companies don't thrive at low prices, and when they don't, they reduce production, which lifts prices. This undermines the goal of affordable energy and the dominance agenda, which relies on price-sensitive importers like India. Despite full federal government support, the industry remains cautious, with Exxon calling Venezuela 'uninvestable' after Trump's call for $100 billion in investments.

Fundamental Factors at Play

There are fundamental factors at play. With predictions of a massive global oil glut, oil companies are justified in not drilling at will. Weak prices also hinder production growth, as evidenced by the slowdown in drilling activity last year. Some of this was due to better efficiency, but the rate of growth has slowed substantially.

The Complex Web of Priorities

The energy dominance priority is complicated. In LNG, the U.S. is heavily reliant on Europe, which takes over half of U.S. exports. Part of this surge in purchases was to please Trump, but the EU doesn't have many options, and the ban on Russian gas imports will reduce its choices further. Asia remains a major market, and demand from the tech sector amid the AI frenzy is bullish for demand and the dominance agenda.

In crude oil, there is no close interdependency with a group of buyers, but there is more competition, notably from OPEC+ and non-OPEC producers. These producers don't match U.S. production rates, but they add to an oversupplied market, making the dominance goal harder to achieve. The industry's job satisfaction levels are also affected.

The Way Forward

Trump's three energy priorities are admirable individually, but they are tricky to turn into reality all at once. Some come at the expense of others, and the industry's caution, coupled with fundamental factors, makes the path to dominance challenging. As Irina Slav notes, the energy agenda is a complex web of priorities that requires careful navigation to achieve success.
